I have a friend going to visit Hungary for a few months and I was wondering if we will be able to text each other while they are living in Hungary for a while and I'm still in the US?

Yes you can, however it'll cost you and your friend quite a bit, depends on how much your carrier charges and how much your friend's carrier charges (some carriers won't charge incomming texts though).
